Is a retired as Assistant Chief of the New York City Police Department after 34 years. Dowd was in command of the New York City 911 center on September 11, 2001, the Northeast blackout in 2003 and during Hurricane Sandy. In 2012, he was appointed to the Board of Directors of The First Responder Network Authority.
